Rachel Rifkin is a senior program officer and philanthropic advisor at GMA. She guides the operations and governance of several foundations with grantmaking interests in healthcare, project based learning, and supporting women and girls.
Rachel led the 2025 GMA Funder Community’s 17/25 Fund for Young Adults, a pooled giving initiative focused on guaranteed income for young adults participating in workforce development training programs. Through this work and her robust professional network, Rachel has developed a strong understanding of the theory and implementation of guaranteed income programs and of the youth workforce development ecosystem in Boston.
Rachel is a specialist in public health, particularly interested in sexual and reproductive health and rights, gender equality, and adolescent health. Prior to joining GMA, Rachel provided program management and technical expertise to a gender equity project. Her work helped catalyze positive shifts in gender norms through gender-synchronized and transformative activities with adolescents, caregivers, and communities. She is passionate about promoting gender justice and holds a GenderPro credential from George Washington University.
Rachel earned a Bachelor of Arts in International Political Science from the University of California, Santa Cruz and a Master of Public Health from Boston University. She lives in Boston with her partner Dave though she is an avid traveler. In her free time, Rachel enjoys reading, playing guitar, dancing, and spending time with her loved ones.
